IPMA stands for “International Project Management Association”. This is an umbrella association of national project management industry associations. One of the important activities of the trade associations is the certification, standardization and accreditation of project managers and project management.

In this context, IPMA published the Individual Competence Baseline ICB 2015 (ISBN 4.0-97894-92338) in 006. At the same time, it becomes clear that IPMA does not focus on knowledge and skills development based on a particular method (such as, for example, PRINCE2 © or Project-based working ©) in the professionalization question, but based on individual competencies; applying knowledge (“knowledge”), expertise (“skills”) and skills (“abilities”) to achieve desired results.

The ICB 4.0 is an integral competence standard that individuals who are active in the project, program and portfolio work field must meet. The ICB 4.0 builds on previous versions, but contextual and behavioral competences are now more central. Themes that receive more attention are, for example:

  • The strategic background of projects.
  • The rise of permanent PMOs.
  • Agile project management.
  • Corporate Social Responsibility.
  • Influence of socio-cultural aspects.
  • Self-reflection, self-motivation, personal leadership
  • Importance of networking.
  • Advice by the project manager based on process consultation.
  • Entrepreneurship in the role of the project manager.
  • Change and transformation.

This book endorses the thought behind the design of ICB 4.0 according to the author. As a trainer, coach and advisor, the author observes a general trend in project practice that projects increasingly deal with a dynamic project environment and substantive complexity. As a result, Agile project management in the training and advice practice has also become increasingly popular in recent years.

Being able to respond flexibly to continuously changing circumstances is more important than sticking to plans. The role of the project manager is shifting from a regulating manager to a process intermediary between business management, users and suppliers.

In order to be able to successfully fulfill the role of project manager in the contemporary project context, the ICB 4.0 recognizes a total of 28 competences, which are divided into 3 competence areas:

  • Perspective: 5 contextual competences that are important in tailoring projects, programs and portfolios to characteristics, goals and requirements of the existing organization and environment.
  • People: 10 behavioral competencies that are important for successful personal functioning in projects and programs.
  • Practices: 13 professional competencies that are important in managing projects. (14 professional competencies are recognized for the effective management of programs and portfolios). In addition to the well-known plan and control techniques, change management and stakeholder management techniques form an important part of these professional competences.

 

About the author

Rob Janssen Duyghuysen has years of experience as a consultant, project and program manager. In recent years, he has been mainly active for Lagant in improvement processes and as a trainer and coach. Rob has trained and guided hundreds of candidates through their IPMA certification. He has written this book from his own (training) experience with the intention of making a relatively compact manual and reference work.
